- Officials holding the post of Dispatch Rider on a regular basis, or any regular Group-C employee, in Pay Matrix Level-1, Rs. 18,000–56,900 (7th CPC), in any other Ministry of the Central Government, who fulfil:
- A valid driving license for Light and Heavy Motor Vehicles
- Knowledge of motor mechanism — able to remove minor vehicle defects
- At least three years’ experience driving Light and Heavy Motor Vehicles
- Pass in Class 10 from a recognised board or institute
- Desirable: three years’ service as a Home Guard or Civil Volunteer
Route 3: Deputation or re-employment of Armed Forces personnel
- Armed Forces personnel due to retire, or due to be transferred to the reserve within one year, who hold the requisite experience and qualifications, are also considered
- Such candidates are given deputation terms up to the date they may continue on re-employment
