The Arunachal Pradesh Public Service Commission (APPSC) is the state’s constitutional recruiting body for Group-A and Group-B government posts. It advises the state government on recruitment methods, promotions, transfers and disciplinary matters for civil posts, and it conducts the competitive examinations and interviews that fill those posts. A constitutional body since 1988: APPSC was established on 4 April 1988 under Article 315 of the Constitution of India, soon after Arunachal Pradesh became a full state.
APPSC – History Timeline
- 1950: The Ministry of External Affairs took over administration of the North-East Frontier Agency (NEFA) from the Government of Assam.
- 1965: NEFA’s administration moved to the Ministry of Home Affairs. Its five frontier divisions were redesignated as districts.
- 1972: NEFA was reconstituted as the Union Territory of Arunachal Pradesh under the North Eastern Areas (Reorganisation) Act, 1971. An Agency Council was formed with an advisory role.
- 1975: The Union Territories Act, 1963 was applied to Arunachal Pradesh. The territory got its first Council of Ministers and an Administrator with the rank of Lieutenant Governor.
- 1987: The Union Territory became the State of Arunachal Pradesh under the Arunachal Pradesh Act, 1986.
- 1988: APPSC was established on 4 April, under Article 315 of the Constitution, with Shri T.S. Deori as its first Chairman. Commission Regulations (OM-15/88, dated 29 March 1988) govern its functioning, as amended over time.
- 2018: A new examination building, with a capacity of 920 seats, was added for holding recruitment tests.
- 2019: A guest house was built alongside the examination building.
The Commission currently functions from this guest house building while a permanent campus is being planned, after the demolition of its earlier temporary office.

Registration & Application
What is APPSC One Time Registration (OTR)? OTR is a single profile a candidate creates once on the APPSC website. The same login is then used to apply for any post the Commission advertises, without re-entering personal and academic details each time. Register at appsc.gov.in/Index/otr_login.
How does a candidate apply for an APPSC recruitment? A candidate applies online once the Commission notifies a vacancy on its website or in newspapers, after the appointing department reports that vacancy to APPSC. The application is valid only if the candidate meets every eligibility condition stated in that specific notification.
What size should the photo and signature be for OTR? As a general rule, colour photographs should be between 40 KB and 100 KB, and the signature, in black ink on white paper, between 20 KB and 50 KB. Individual notifications can set their own exact limits, so candidates should check the specific advertisement before uploading.
Eligibility & Reservation
What is the reservation policy for APST candidates in APPSC recruitments? As a general practice, APPSC reserves a large majority of seats for Arunachal Pradesh Scheduled Tribe (APST) candidates, with the remainder open to other candidates. Individual notifications can set a different rule. The Common Recruitment Examination for Group-A & Group-B, Gazetted (Technical) Posts-2026, for example, required every applicant to hold APST status and a Permanent Resident Certificate, with no open-category seats at all. Candidates should always check the specific notification rather than assume the general ratio applies.
What age relaxation does APPSC normally allow? As a general rule, APPSC gives an age relaxation to APST candidates, with a smaller relaxation for OBC candidates. The exact number of years, and which categories qualify, is set out separately in each notification and can differ from this general rule.
Examination & Results
How long does an APPSC Ranked List stay valid? A Ranked List stays in force for one year from the date it takes effect. It continues to apply until a new list is published after that first year, or until three years pass, whichever comes first.
What documents does APPSC ask candidates to upload? Candidates upload proof of age, educational qualifications from Class X onward, APST or domicile certificate where required, a passport photo and a signature through the OTR and online application system on appsc.gov.in. Each notification lists the exact documents it needs.
Admit Card
How does a candidate download the APPSC admit card? Admit cards are published as a direct download link on the APPSC homepage once released, under the Commission’s own Admit Card section. The login credentials required, usually the OTR ID or registration number, are stated in the specific exam’s notification.
