Educational qualification

Candidates need a Bachelor’s, Master’s or Doctorate degree from a recognized university or institution in any one of these areas.

• Food Technology: Food Engineering; Food Engineering and Technology; Food Processing and Preservation; Food Processing Technology; Food Technology and Management; Food Biotechnology; Food Plant Operations Management; Food Process Engineering and Management; Food Processing; Food Safety and Quality Management; Process and Food Engineering.
• Dairy Technology, Biotechnology or Oil Technology.
• Agricultural Science: Agriculture; Agriculture Engineering; Biotechnology; Dairy Technology; Fisheries; Food Technology; Food Nutrition and Dietetic; Horticulture.
• Veterinary Sciences, Bio-Chemistry, Microbiology, Chemistry or Medicine from a recognized university.
• Bachelor of Medicine and Bachelor of Surgery; Bachelor of Dental Surgery; Bachelor of Homeopathic Medicine and Surgery; Bachelor of Unani Medicine and Surgery; Bachelor of Siddha Medicine and Surgery; Bachelor of Ayurvedic Medicine and Surgery; or Bachelor of Sowa Rigpa Medicine and Surgery.
• Any other equivalent recognized qualification notified by the Food Authority after approval from the Central Government.
• Candidates must also complete the training specified by the Food Authority in a recognized or approved institute. The notification says this training is given after appointment. Those who complete it successfully are notified as Food Safety Officer.
• Candidates must have Hindi or Sanskrit as a subject in Matric, or Hindi as a subject in higher education. Work experience is not mentioned as a requirement.
• No person with a financial interest in the manufacture, import or sale of any food article can be appointed. This follows the Food Safety & Standard Rules, 2011, as amended from time to time.
• Qualifications are as per the relevant Service Rules. The Commission will not consider any claim of equivalent qualification unless the Service Rules specify it. Candidates with a Bachelor’s degree can also browse other graduate jobs on this site.

Age limit

Candidates must be at least 18 years and not more than 42 years on or before 19 October 2026. Relaxation follows Government instructions dated 25 March 2022. The age calculator helps candidates check their age on the cut-off date.

The Matriculation certificate or an equivalent academic certificate is the only accepted proof of date of birth.

• Persons with disabilities covered under the Rights of Persons with Disabilities Act, 2016 get 5 years. They get 5 more years if they belong to SC, ST, Backward Classes or EWS, up to a maximum of 52 years. This applies to Group A and B posts filled by open competitive examination. It applies whether or not the post is reserved for PwBD, if the post is identified as suitable for persons with disabilities.
• Ex-servicemen, including Short Service Commissioned Officers and Emergency Commissioned Officers, get relaxation equal to their military service plus 3 years. They must have served continuously for at least 6 months before release. They must not have been dismissed or discharged for misconduct or inefficiency.
• Ad hoc, contract, work-charged or daily-wage staff of a Haryana Government Department, Board or Corporation get relaxation equal to their completed years. Government-aided institutions under the Haryana Government are included. The relaxation counts only service on an equivalent post and excludes breaks. The 52-year cap applies even when other relaxation is added. A person once appointed on a regular basis with this benefit cannot use it again. Only an experience certificate for the equivalent post, issued by the Appointing Authority, is valid.
• Age relaxation for DSC, OSC, BC-A (Non-Creamy Layer), BC-B (Non-Creamy Layer) and ESM candidates of Haryana is admissible. It applies only where posts are reserved for that category.
• The upper age limit cannot exceed 52 years for any category except ex-servicemen.

Nationality

A candidate must be one of the following.

• A citizen of India.
• A subject of Nepal.
• A subject of Bhutan.
• A Tibetan refugee who came to India before 1 January 1962 to settle permanently in India.
• A person of Indian origin who migrated from Pakistan, Burma or Sri Lanka to settle permanently in India.
• A person of Indian origin who migrated from Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam to settle permanently in India. The notification lists these as East African countries.

Candidates who are not citizens of India need a certificate of eligibility issued by the Government of India.

Reservation and category rules

• Only residents or domiciles of Haryana get reservation benefit. This covers DSC, OSC, BC-A (Non-Creamy Layer), BC-B (Non-Creamy Layer), EWS and PwBD candidates.
• BC-A and BC-B candidates in the Creamy Layer get no reservation benefit. They must apply in the General category and pay the full General fee.
• BC-A (Non-Creamy Layer), BC-B (Non-Creamy Layer) and EWS certificates must be issued after 1 April 2026. They must be issued on or before 19 October 2026 and be valid for 1 April 2026 to 31 March 2027. Certificates issued in 2025-26 will not be accepted.
• Candidates holding OBC certificates must submit BC-A or BC-B (Non-Creamy Layer) certificates that name the category. OBC certificates will not be considered.
• Scheduled Caste candidates must upload the latest DSC or OSC certificate issued under notification No. 22/163/2024-5HR-II dated 13 November 2024.
• Women candidates of Haryana seeking reservation must submit the caste certificate from the parental (father’s) side. Certificates from in-laws will not be entertained.
• Reserved category candidates of Haryana with no post reserved for their category can apply against General/UR posts. They must attach the caste certificate and the Resident of Haryana certificate to claim the fee concession.
• Reserved category candidates of other states compete as General/Unreserved candidates.
• Candidature is considered only in the category filled in the application form. No change of category is allowed under any circumstances.
• If a category certificate does not match clause 16 at document verification, the candidature is considered in the General category. This holds if the candidate meets all General conditions except the fee.
• ESM and DESM candidates must submit a certificate from the competent authority or the Zila Sainik Board. It must be valid on the closing date. Serving Army personnel must give an undertaking in the Annexure A format.
• Children and grandchildren of Freedom Fighters of Haryana (DFF) get a 2% reservation. It applies only when posts reserved for Backward Classes or ex-servicemen stay unfilled. Their candidature is considered in the main category until the final stage. The DFF certificate must be valid on the closing date.

Selection process

The notification describes a three-stage process. The Commission can also hold the Subject Knowledge Test and interview directly, without a Screening Test. Its decision on the exam pattern is final.

How the Commission can shortlist

If applications are large in number, the Commission may use any one of these modes to shortlist for the next stage.

• Percentage of marks in the minimum educational qualification prescribed.
• Percentage of marks in different educational qualifications, with weightage decided by the Commission.
• Desirable qualifications, or any one or all of them, if more than one is prescribed.
• Higher educational qualifications than the minimum.
• Higher experience in the relevant field than the minimum.
• Counting experience before or after the acquisition of the minimum qualifications.
• A Screening Test and/or a Subject Knowledge Test.

Candidates should mention all qualifications and experience above the minimum in the application form. A qualification not claimed in the online form will not be considered.

Exam rules from the notification

• Candidates get an e-Admit Card on hpsc.gov.in. No admit card is sent by post.
• The name on the e-Admit Card may appear in abbreviated form for technical reasons. Candidates should check the card carefully and report errors to the Commission at once.
• A candidate who cannot download the e-Admit Card must contact the Commission at once, well before the exam. No candidate is ordinarily allowed to take the exam without an e-Admit Card.
• If a Screening Test uses OMR sheets, candidates must fill the Name, Roll Number and Booklet Series correctly. They must darken the matching circles. Otherwise the OMR sheet is automatically rejected. There is no manual checking.
• No claim for re-checking of OMR sheets will be entertained. No request for re-checking or re-evaluation of Subject Knowledge Test answer sheets will be considered.
• Eligibility against the uploaded documents is assessed only after a candidate qualifies for the interview. The Commission can check eligibility earlier if it sees fit.
• Success in the written test gives no right to appointment.
• The Commission gives no individual information at any stage. Candidates should check the HPSC website and newspaper notices regularly.

Extra time and scribe for PwBD candidates

• PwBD candidates with blindness, low vision or locomotor disability get extra time of 20 minutes per hour in each paper. This needs a certificate from the Medical Board formed by the Chief Medical Officer of the district, and the Commission’s permission.
• Blind and low vision candidates who want a scribe must submit a written request. The Commission must receive it at least 5 days before the exam. No online request is accepted.
• The candidate arranges the scribe. The scribe must be a student studying up to 10+2, with photo and particulars verified by the Principal of the institution.
• Candidates with locomotor disability must apply to the Commission for extra time. The medical certificate must state that writing ability is severely affected by the disability.
• The Centre Supervisor cannot grant any of these permissions.

Application fee

The fee is paid online by Net Banking, Debit Card or Credit Card up to 05:00 PM on 19 October 2026.

• Fees once paid will not be refunded under any circumstances. They cannot be held in reserve for any other examination or selection.
• Applications without the prescribed fee are summarily rejected, unless remission of fee is claimed.

How to apply

1. Register at hpsc.gov.in. Registration is compulsory, and no other mode of application is accepted.
2. Register with a mobile number. A URN is created after successful registration.
3. Log in with the login ID and apply against this advertisement, as per the candidate’s qualifications.
4. Fill in the particulars carefully. Keep the Aadhaar number or Virtual ID (VID) ready, as it is needed for Aadhaar authentication during biometric attendance.
5. Pay the requisite fee to submit the application.
6. After payment, print the application form, check it for errors, sign it and upload it.
7. After successful submission, print the signed form again. The Commission can ask for this hard copy along with all uploaded documents.

Rules that lead to rejection

• An application without the uploaded signed copy of the form is incomplete. The candidature is automatically rejected.
• An application without the relevant certificates and documents is treated as defective and summarily rejected. No representation is entertained.
• No change in any detail of the form, including the category, is allowed after submission.
• A candidate who filled the form wrongly must submit a fresh form and a fresh fee by the closing date.
• Only one application is advised. If a candidate submits more than one, only the latest application number is considered. The fee paid against one number is not adjusted against another.
• Signatures must be identical in the uploaded form, the attendance list and all other documents. Any variation makes the candidature liable to cancellation.
• Candidates must declare all pending FIRs, criminal cases, misconduct allegations, disciplinary proceedings, investigations and civil cases. False or incomplete information can lead to cancellation of candidature.
• The mobile number and email ID in the application must stay valid and active until the selection process ends.
• The Commission does not accept withdrawal of candidature after submission.
• Degrees from a Board or institution declared fake by the University Grants Commission make a candidate ineligible. The same applies to degrees not recognized by the Haryana Government.
• Impersonation, unfair means and fabricated documents can lead to disqualification and debarment. They can also lead to prosecution under the Haryana Public Examination (Prevention of Unfair Means) Act, 2021.

The notification is not consistent on the BC certificate year. Its document list says the certificate must be issued on or before the closing date in the year 2025-26. Clause 16 requires a certificate issued during 2026-27 and says 2025-26 certificates will not be accepted. Candidates should confirm the correct year with the Commission helpline before applying.

Haryana Government employees who have not signed a bond can apply without an NOC. They must submit a self-declaration that no disciplinary proceedings are pending against them. Employees who signed a bond, such as doctors, need an NOC from the Head of Department. Private-sector employees do not need an NOC.

The Commission’s helpline for technical queries is 1800-1800-431. The helpdesk email is SR1-hpsc@hry.gov.in. Both work on any working day from 10:00 hrs to 16:00 hrs.

Candidates should note down the application number. Every message to the Commission must carry the following.

• Name and year of the examination
• Application number
• Roll number, if received
• Full name in block letters
• Complete postal address

Haryana Food Safety Officer Vacancy is for graduates from many streams. The degree list runs from food technology and dairy technology to chemistry, veterinary science and medicine. No work experience is mentioned as a requirement, so fresh graduates can apply.
