About UPSC
The Union Public Service Commission is the central recruiting body for Group A and Group B civil posts. This exam recruits engineers into technical services such as the Central Engineering Service, the Indian Railway Management Service and the Indian Defence Service of Engineers. For this exam, the Rules were notified by the Ministry of Communications, Department of Telecommunications, in the Gazette of India on 16 September 2026.
Local context / how it compares
Candidates from Darjeeling, Kalimpong, Siliguri and Sikkim can sit the Preliminary Examination at Gangtok. It is one of the 48 centres listed for Stage-I. Kolkata is also a Preliminary centre, and it is one of the few centres without a seat ceiling, along with Chennai, Dispur and Nagpur.
Gangtok does not appear on the list of Main Examination centres. Candidates who clear the Preliminary stage will need to travel to Kolkata or to Dispur (Guwahati) for Stage-II. These are the nearest Main Examination centres to the region, so plan that travel well ahead of 18 June 2027.

Transgender eligibility for the AEE posts in the Border Roads Engineering Service, under Civil and Mechanical Engineering above, will follow a separate government decision.
Eligibility
Nationality. A candidate must be a citizen of India, or a subject of Nepal or Bhutan, or a Tibetan refugee who arrived in India before 1 January 1962 to settle permanently, or a person of Indian origin who migrated from Pakistan, Myanmar, Sri Lanka or specified East African countries to settle permanently in India. Candidates in the last three groups need an eligibility certificate from the Government of India.
Age limit. Candidates must be 21 to 30 years old as on 1 January 2027. This means born between 2 January 1997 and 1 January 2006.
Age relaxation.
- Up to 35 years for eligible long-serving employees of specific central government departments named in the notice, such as CPWD, the Ministry of Road Transport and Highways, the Department of Telecommunications, Defence Aeronautical Quality Assurance, the Department of Science and Technology, Border Roads Organisation, the Indian Navy, Military Engineer Services, the Central Water Commission, the Central Electricity Authority, the Ministry of Skill Development, the Geological Survey of India and the Railway Board.
- Up to 5 years for Scheduled Caste and Scheduled Tribe candidates.
- Up to 3 years for Other Backward Classes (non-creamy layer) candidates.
- Up to 3 years for Defence Services personnel disabled in operations and released as a result.
- Up to 5 years for Ex-servicemen, ECOs and SSCOs who meet the service conditions in the notice.
- Up to 10 years for Persons with Benchmark Disability.
Educational qualification. A candidate must hold one of the following:
- an engineering degree from a university or institution recognised under Indian law; or
- Sections A and B of the Institution Engineers (India) exam; or
- an engineering degree or diploma from a foreign institution recognised by the Government; or
- the Graduate Membership Exam of the Institution of Electronics and Telecommunication Engineers (India); or
- Associate Membership Exam Parts II and III of the Aeronautical Society of India; or
- the Graduate Membership Exam of the Institution of Electronics and Radio Engineers, London, held after November 1959.
Degrees from the Institution of Electronics and Telecommunication Engineers (India) and the Aeronautical Society of India, taken after 31 May 2013, are not accepted for this exam. This follows a Delhi High Court judgment dated 13 January 2023.
For Indian Naval Armament Service (Electronics Engineering Posts) and Indian Radio Regulatory Service Group A, a candidate may instead hold an M.Sc. degree in Wireless Communication Electronics, Radio Physics, Radio Engineering or a related subject.
Selection process
Selection happens in three stages.
- Stage-I: Preliminary Examination (objective type), on 31 January 2027. Two papers: General Studies and Engineering Aptitude (200 marks, 2 hours), and a discipline-specific paper (300 marks, 3 hours).
- Stage-II: Main Examination (conventional type), on 18 June 2027. Two discipline-specific papers of 300 marks each, 3 hours each.
- Stage-III: Personality Test/Interview, worth 200 marks. There is no minimum qualifying mark for this stage.
About 6 to 7 times the number of vacancies get called to the Main Examination. About twice the number of vacancies get called for the Personality Test. Marks from the Preliminary stage count toward the final merit for candidates who go on to qualify the Main exam. Wrong answers in the objective papers lose one-third of that question’s marks; blank answers lose nothing.

Application fee
The application fee is ₹200. Candidates can pay by net banking, by Visa, Mastercard or RuPay credit or debit card, or by UPI.
Female candidates and candidates from Scheduled Castes, Scheduled Tribes and PwBD categories are exempt from this fee. OBC and EWS candidates get no exemption and must pay in full. The fee is not refunded once paid.
How to apply
- Go to upsconline.nic.in and create an account if not already registered.
- Generate a Universal Registration Number (URN). This stays the same for life and works across all UPSC exams.
- Fill the Common Application Form with personal, educational and category details.
- Fill the Examination Specific Module, choosing one engineering category and the preferred exam centres.
- Pay the ₹200 fee, if applicable, through net banking, card or UPI.
- Upload a scanned photograph and signature in JPG format, each between 20 KB and 300 KB, and complete the live photo capture.
- Submit the form before 6:00 PM on 6 October 2026, and note the Application Number for future reference.

Should you apply?
UPSC Engineering Services Exam 2027 suits engineering graduates who want a stable Group A or Group B government job in a technical field such as railways, defence, telecom, water or power. It does not suit candidates who have crossed the age limit without a relaxation, or anyone unwilling to commit to one engineering discipline for the whole process, since the category choice cannot be changed after submission.
Competition is high. About 480 posts are open nationally, against a large pool of engineering graduates who sit this exam every year. Clearing all three stages, Preliminary, Main and Interview, takes sustained preparation over several months.
The posts recruited through this exam lead to permanent Group A and Group B technical service jobs, with a promotion path inside the parent department. One trade-off worth weighing: candidates cannot choose their exact service or posting location before the final result. Allotment depends on rank, preference and available vacancies.
