History of the Commission
Public Service Commissions in India
The Commission’s website calls Public Service Commissions among the most important public institutions in the country. Their story starts in the freedom movement. Indian leaders kept demanding that the civil services be opened up to Indians under British rule. The Montagu-Chelmsford Report accepted this demand in principle. The Government of India Act, 1919 then made a provision for it.
In 1924, the Royal Commission of the Superior Civil Service in India recommended a Public Service Commission for India. Lord Lee chaired it. The Public Service Commission of India was set up on 1 October 1926 under the chairmanship of Sir Ross Barker.
Provincial commissions
The first provincial body was the Madras Service Commission. It was set up in 1930 under a 1929 Act of the Madras legislature. The Government of India Act, 1935 then provided for a Public Service Commission in each province.
In 1937, commissions were set up for several provinces. These included the following.
- Assam (at Shillong)
- Bengal (at Calcutta)
- Madras (at Madras)
- Punjab and North-West (at Lahore)
- United Provinces (at Allahabad)
State Public Service Commissions came up after independence, when States were reorganised. These include the successors of the older provincial commissions.
Haryana Public Service Commission since 1966
Haryana came into existence on 1 November 1966 under the Punjab Re-Organization Act, 1966 (No. 31 of 1966). The Haryana Public Service Commission came into existence on the same date.
The President of India allocated the first Members under sub-section (2) of Section 85 of the Act. The order was Ministry of Home Affairs Notification No. F 22/2/66-SR (S), dated 30 November 1966. It named Sh. Darbari Lal Gupta, Sh. Dalbir Singh and Sh. Bhim Singh, a retired Indian Administrative Service (IAS) officer.
Sh. Darbari Lal Gupta was appointed Acting Chairman from 2 November 1966. He became Chairman from 12 December 1966.

How HPSC recruitment works
The steps below come from Advertisement No. 25/2026. Other advertisements can differ, so candidates should read each notification.
- Candidates must apply online at hpsc.gov.in. The Commission accepts no other mode of application.
- Registration uses a mobile number. A URN is created after registration.
- Candidates apply against the advertisement with their login ID and then pay the fee online.
- After payment, candidates must print the form, check it, sign it and upload it. An application without the signed copy is automatically rejected.
- The advertisement describes three stages. They are a Screening Test, a Subject Knowledge Test and an interview. The Commission can also hold the Subject Knowledge Test and interview directly.
- The Commission issues e-Admit Cards on its website. It sends no admit card by post.
- Final results are announced on the website and in newspapers. The Commission does not reply to queries about reasons for non-selection.
