About the organisation

The Union Public Service Commission is India’s central recruiting body for Group ‘A’ and Group ‘B’ gazetted posts across ministries and departments, in addition to its well-known Civil Services Examination. Advertisement-series notifications like this one cover specialist and technical posts filled by direct recruitment rather than the CSE. For a candidate, a UPSC-recruited post carries the credibility and service conditions of a central government appointment, along with permanent status once probation is completed.

This is added context, not part of the official notification. Confirm current connectivity with your own travel search before planning.

Of the seven posts, Research Officer (11 vacancies, the largest single post in this notification) is headquartered in Kolkata. For candidates based in Darjeeling, Siliguri or elsewhere in North Bengal, Kolkata is reachable by overnight train and by direct flights from Bagdogra, making it one of the more accessible metro postings in this notification compared with the Noida, New Delhi and Ladakh options. The remaining six posts are headquartered outside West Bengal — Noida and New Delhi for the engineering, legal-translation and administrative posts, and the Union Territory of Ladakh for the two domicile-restricted posts.

Selection process

Selection for all seven posts is Recruitment by Selection — there is no written civil-services style examination. UPSC first shortlists candidates from the online application; if the number of eligible applicants for a post is large, a Recruitment Test (RT) or Combined Recruitment Test (CRT) is added before the interview.

  1. Application scrutiny and shortlisting. UPSC may shortlist using desirable qualifications, higher educational qualification or experience than the stated minimum, or by holding a Recruitment Test.
  2. Recruitment Test (RT/CRT), if held. Ordinarily conducted at Ahmedabad, Bhopal, Chennai, Delhi, Dispur (Guwahati), Jaipur, Jammu, Kochi, Kolkata, Lucknow, Mumbai, Nagpur, Port Blair, Ranchi and Visakhapatnam. For the two posts under the UT of Ladakh, the centres are Leh, Kargil, Srinagar and Delhi.
  3. Personality Test/Interview, out of 100 marks. The minimum level of suitability required is 50 marks for UR, 45 for OBC, and 40 for SC/ST/PwBD candidates. Where an RT precedes the interview, candidates must clear the minimum suitability level at both stages.
  4. Document verification, against the printed online application and original certificates, at the time of interview.

A practical note from the notification: outstation candidates called for interview at UPSC are reimbursed second/sleeper class Mail/Express train fare, paid by NEFT bank transfer. Candidates should carry two filled copies of the TA bill form, hard copies of their travel tickets, and either a filled NEFT form, a bank passbook front page, or a cancelled cheque.

Application fee

Candidates (except Female/SC/ST/PwBD candidates) must pay Rs. 25/- by Visa/Master/RuPay Credit or Debit Card, UPI, or internet banking.

  • No fee for SC, ST, PwBD, and women candidates of any community.
  • No fee exemption for OBC, EWS or Unreserved male candidates — they must pay the full Rs. 25/- fee.
  • Applications without the prescribed fee are summarily rejected, and no representation against such rejection is entertained.
  • Fee once paid is non-refundable under any circumstance and cannot be carried forward to another selection.

Should you apply?

This is added context, not part of the official notification. Confirm with the official website.

This notification suits candidates who already hold the exact degree and post-qualification experience each post asks for — it is not an entry-level or generalist opening. Five of the seven posts are open pan-India, while the Horticulture Development Officer and Soil Conservation Assistant posts are restricted to Ladakh domicile holders only, so candidates without a Ladakh Domicile Certificate should skip those two regardless of qualification. The Research Officer post, with 11 vacancies in Kolkata, is the single largest opportunity here and may draw the most applications, since UPSC direct-recruitment posts of this kind typically see fewer applicants than its mass-entry examinations like the Civil Services Examination — the trade-off is that shortlisting weighs desirable qualifications and extra experience heavily, so a candidate who only meets the bare minimum criteria may not be called for interview even if technically eligible. All seven posts are permanent, Group ‘A’ or Group ‘B’ gazetted positions with pension and other central government benefits once probation is cleared, but probation itself runs one to two years, and postings for the engineering posts carry an all-India service liability along the Indian coast.
