It is based at Acharya Prafulla Chandra Bhavan, Sector II, Bidhannagar, Kolkata. For a candidate, admission through WBBPE is the standard route into a government-recognised, two-year teacher training qualification that is generally required for primary teaching posts in West Bengal, including WBBPE’s own future TET-linked recruitment.

Local context for North Bengal candidates
D.El.Ed institutes affiliated to WBBPE are not limited to Kolkata. The online application form lets a candidate select their district and preferred institute, and this list covers districts across the state, including those in North Bengal such as Darjeeling, Jalpaiguri and Cooch Behar. This is added context, not part of the official notification. Confirm the exact list of institutes in your district from the Institute Information section of the WBBPE website before applying. Candidates from Darjeeling, Kalimpong and the Dooars can therefore apply to an institute close to home instead of only to institutes near Kolkata, provided the institute’s medium of instruction matches the language they studied at H.S. level.

Eligibility
Academic qualification: Candidates need at least 50% marks in the Higher Secondary (10+2) examination or its equivalent. This is relaxed to 45% marks for candidates belonging to SC, ST, OBC, PwD, and Ex-servicemen categories, provided they submit the relevant category certificate issued by a competent authority of the Government of West Bengal. Certificates issued by other states are not accepted.
Ex-servicemen candidates who do not meet the 50%/45% mark requirement are assessed under a separate School Education Department notification (No. 598-SE(EE)/PTTI-16/17 dated 8 September 2017), read with the related MHRD clarification.

Medium of instruction: A candidate can only apply to an institute whose medium matches the language(s) they studied (of 100 marks each) at H.S. level, alongside English. For example, a candidate applying to a Bengali-medium institute must have studied Bengali of 100 marks at H.S. A Santhali (Olchiki script) medium candidate must have studied Santhali of 100 marks at H.S.
Reservation of seats
- Reservation for SC, ST, OBC, PwD and Ex-servicemen candidates follows West Bengal Government rules.
- 4% of seats in each institute are reserved for candidates who studied a Vocational Course at H.S. level with a minimum of 50% marks. No category relaxation applies to this quota.
- Up to 5 seats in DIETs and Government / Government-Sponsored / Government-Aided Primary Teachers’ Training Institutes are reserved for in-service primary teachers appointed before 3 September 2001, subject to deputation by the competent authority.
- 10% of seats in self-financed, Non-Government Unaided institutions are reserved under the Management Quota, with a separate institution-wise merit list.
- 10% of seats are reserved for EWS candidates as per extant West Bengal Government rules.
- Institutes permitted to admit both Christian and Non-Christian students must admit from each section as per applicable guidelines.

Selection process
Selection is through a merit-based process, not a written exam. Institutes verify each online application before the Board prepares the final merit list.
- Candidates submit the online application, selecting their preferred district, medium and institute(s).
- The application is automatically transmitted to the login of the selected institute(s).
- The Head of the Institute verifies and scrutinises the candidate’s particulars.
- The institute validates or invalidates the application online, recording reasons for any invalidation.
- Verified applications are transferred online to the Board.
- WBBPE prepares a digital merit list of all valid applications.
- The approved merit list is forwarded to the respective institutes for admission.
- Selected candidates are informed serially by the institute through WhatsApp and/or email, along with further admission instructions.
Merit calculation: Merit is based on the “Best Five” method — the aggregate of the best five subjects at H.S. (10+2) level, including the first and/or second language, but excluding EVS where it is not an elective subject. For example, marks of 82, 81, 74, 68 and 62 out of 100 each give (82+81+74+68+62) ÷ 5 = 73.4%.

Should you apply?
This admission suits candidates who have passed H.S. (10+2) with the required marks and want a government-recognised, two-year teacher training qualification, which is generally a prerequisite for primary-level teaching posts in West Bengal. It also suits in-service primary teachers appointed before September 2001 who want to regularise their qualification under the reserved seats for that category.
It does not suit candidates who have not yet decided on a medium of instruction that matches their H.S. language subjects, since the medium mismatch rule is applied strictly and a wrong choice can lead to admission being cancelled later. Competition for seats in well-known and centrally located institutes is generally higher than for institutes in smaller towns, though WBBPE has not published a candidate-to-seat ratio for this cycle. This is added context, not part of the official notification.
