Syllabus — Paper I
General English
The questions are designed to test the candidate’s understanding and command of the English language, broadly covering:
- Comprehension of a given passage
- Grammar
- Usages and vocabulary
- Report writing, essay writing and precis writing
General Knowledge
Questions are designed to test knowledge of current events of local, national and international importance, and of matters of everyday observation and experience expected of any educated person who has not made a special study of the subject.
Syllabus — Paper II (Main Paper)
Paper II covers 28 civil engineering topics. Each is listed below exactly as grouped in the official syllabus (Appendix attached to Notification No. 02/R&B).
1. Units and Measurements
Physical quantities (fundamental and derived), systems of units (FPS, CGS, SI), dimensions and dimensional formulae, principle of homogeneity, dimensional equations and their applications, limitations of dimensional analysis. Measurements: need, instruments, least count, direct/indirect measurement, errors (systematic and random), absolute/relative error, error propagation and estimation, significant figures. Concept and units of work, including zero, positive and negative work.
2. Construction Materials
Scope of construction materials across building, transportation, environmental and irrigation engineering; selection criteria (strength, durability, eco-friendliness, economy). Broad classification — natural, artificial, special, finishing and recycled materials, including: building stone, timber, bamboo, asphalt/bitumen/tar, lime, soil, sand, aggregates (natural); bricks (traditional, modular, fly ash), flooring tiles, cement, pre-cast concrete blocks, plywood/particle board/veneers (artificial); glass types, ferrous/non-ferrous metals; water-proofing and termite-proofing materials, insulating materials, fibres, geopolymer cement (special); POP, paints, industrial waste materials (fly ash, blast furnace slag), agro-waste materials, geosynthetics and artificial sand (processed).
3. Basic Surveying
Purpose and types of surveying, principles, scales. Chain surveying — instruments, stations, ranging, chaining errors, offsets, field book recording. Compass traverse survey — bearing systems, prismatic compass, local attraction and correction, traverse plotting and closing error. Levelling and contouring — terminology, types of levels and staff, reduction methods, levelling types, contour maps and methods. Measurement of area and volume using digital planimeter and contour maps.

4. Mechanics of Materials
Moment of inertia (definition, radius of gyration, section modulus, axes theorems, M.I. of standard and built-up sections). Simple stresses and strains — types of bodies, Hooke’s law, stress-strain curve, temperature stresses, Poisson’s ratio, bulk modulus. Shear force and bending moment — SFD/BMD for cantilever and simply supported beams. Bending and shear stresses in beams — flexural equation, moment of resistance, shear stress distribution. Columns — effective length, slenderness ratio, Euler’s theory, Rankine’s formula, safe/design load.
5. Building Construction
Building components and classification per National Building Code; load-bearing, framed and composite structures. 6. Concrete Technology
Grades of concrete per IS 456, water-cement ratio law. Properties of fresh concrete (workability, segregation, bleeding) and hardened concrete (strength, durability, impermeability). Concrete mix design per IS 10262, testing of concrete, non-destructive testing (rebound hammer, ultrasonic pulse velocity per IS 13311). Quality control — batching, mixing, placing, curing, formwork, waterproofing, construction joints. 7. Geotechnical Engineering
Introduction to geology, rock classification and formation. 10. Theory of Structures
Direct and bending stresses in vertical members — eccentric loads, core of section, middle third rule, chimneys, dams under water pressure. Slope and deflection — double integration and Macaulay’s methods. Fixed and continuous beams — fixed end moments, Clapeyron’s theorem of three moments (up to three spans). Moment distribution method — carry-over factor, stiffness factor, distribution factor, portal frames. Simple trusses — types, support reactions, method of joints and sections.
11. Building Planning and Drawing
Conventions and symbols per IS 962, standard sheet sizes, scales. Planning of buildings — principles (aspect, prospect, orientation, privacy), space norms per IS 962, plot/built-up/carpet area, FAR. Line plans for residential and public buildings. Drawing of load bearing structure (single storey 2BHK) and framed structure (G+1, 2BHK) — data drawing, working drawing, foundation plan, RCC element details, CAD commands. Perspective drawing — two-point perspective of small objects.
12. Water Resources Engineering
Introduction to hydrology — rain gauges, average rainfall methods, runoff, maximum flood discharge, catchment yield. Crop water requirement and reservoir planning — duty, delta, CCA/GCA, silting, control levels. Dams and spillways — earthen and gravity dams, forces, failure types, spillway components.
