Allowances
A member receives the sitting allowance, travel allowance and any other allowance the state government may prescribe, but not less than ₹1,500 per sitting.
Scope of work and sitting hours
The Committee sits on all working days for a minimum of six hours, in line with the working of a Magistrate Court. A selected member must not hold a full-time occupation that blocks the time and attention this work needs.

Eligibility criteria
Eligibility for the Child Welfare Committee recruitment is checked as on the date of publication of the notice. All qualifications and experience must be complete on or before that date.

Educational qualification and experience
The notice sets two routes. A candidate needs to meet one of them.
- A degree in a listed field, plus 7 years of active involvement in health, education or welfare activities for children.
- A practising professional with a degree in a listed field.
The listed fields are child psychology, psychiatry, law, social work and sociology. The list also includes human health, education, human development and special education for differently abled children.
Who is not eligible
- A person associated with an organisation receiving foreign contribution.
- A person working to implement the Act in a non-government organisation, or in any organisation with a conflict of interest.
Conditions during the tenure
A selected member must not:
- hold a full-time occupation that stops the member giving the necessary time to the Committee
- be linked, directly or indirectly, with any Child Care Institution, or have any other conflict of interest
- hold any office in a political party
- be insolvent.
A member can serve a maximum of two terms, and the terms must not be continuous. Sub-rule (4) of Rule 15 of the Juvenile Justice Model Rules 2016 does not bar a member from being appointed Chairperson.
Form 49 affidavit (later stage)
The Directorate keeps the Form 49 affidavit for a later stage of the Child Welfare Committee recruitment and will communicate the date. The appropriate government authority then verifies it. The affidavit certifies that the candidate:
- has no record of violation of human rights or child rights
- has no conviction for an offence involving moral turpitude that remains unreversed or without full pardon
- has not been removed or dismissed from service of the Government of India, a State Government, or an undertaking or corporation they own or control
- has never indulged in child abuse, child labour, immoral acts or any other violation of human rights
- is not part of the management of a child care institution in a District.
A candidate found otherwise by the State Government is liable for punitive action.
