About the Odisha Uniformed Services Staff Selection Commission

The Odisha Uniformed Services Staff Selection Commission works from Unit 2, Ashok Nagar, Bhubaneswar 751009. The Commission runs this OUSSSC recruitment under the Odisha Uniformed Services Staff Selection Commission Rules, 2025. These rules are read with GA&PG Gazette Notification No. 30642 dated 25 September 2026 (Amendment Rules, 2026).

The notice prints the motto Integrity, Transparency, Merit. It covers the Combined Uniformed Services Examination 2026 for seven posts.

Local Context for Candidates

Constable (Civil) is a district cadre post. A candidate can choose one police district only, and the district must match the Employment Exchange registration. The district list has 35 units, including SRP Kataka, SRP Rourkela and the Police Commissionerate.

Constable OISF is a battalion cadre post, so candidates rank the four battalions in order of preference. Candidates from outside Odisha should note two rules in the notice. SC, ST and SEBC concessions by birth apply only to candidates of those categories of Odisha. Certificates from boards outside Odisha need proof of equivalence and affiliation.

Uniformed service posts in other states usually set their own language and domicile rules. Candidates from North Bengal, Sikkim or the North East should read the Odia language rule before they join the OUSSSC recruitment. Those comparing options can also see other latest jobs across India. This is added context, not part of the official notification. Confirm with the hiring office.

A reserved category candidate who has used any relaxation in age, qualifying marks or physical standards cannot be considered against an unreserved vacancy. The Commission does not accept OBC or EWS certificates in place of the SEBC certificate and rejects applications with OBC certificates.

Candidates must be able to speak, read and write Odia. They must meet one of these four conditions.

  • Passed the Middle School Examination with Odia as a language subject.

  • Passed Odia as a language subject in the final examination of Class VII or above.

Selection Process

The OUSSSC recruitment has four stages. The Commission prepares one common merit list after document verification.

  1. Stage I, written examination (MCQ).
  2. Stage II, Physical Measurement (PM) and Physical Efficiency Test (PET), both qualifying, and a driving test for some posts.
  3. Stage III, medical examination by a District Medical Board.
  4. Stage IV, certificate and document verification.

Written examination

PaperMCQsMarksTime
Common paper, all posts100100120 minutes

The common paper has Odia, English, General Knowledge, Quantitative Aptitude and Reasoning, and Basic Computer Literacy at 10th standard. It gives 1 mark for each correct answer and deducts 0.25 for each wrong answer. The Communication paper covers Physics and Computer Science at +2 Science standard. It gives 3 marks and deducts 0.75. The driver paper covers vehicle parts and maintenance, traffic signals, road safety and the Motor Vehicle Act, 1988.

Unattempted questions carry no marks and no deduction. Language papers are in Odia and English. The other sections are bilingual, and the English version prevails if the two differ. The Commission may use a normalisation method if the exam runs in more than one shift.

PM and PET

For this OUSSSC recruitment, the Commission calls 7 times or more the vacancies, category-wise, in order of written exam merit. It can call more candidates if too few qualify. The PM and PET are qualifying. Candidates who fail any event within the time limit or number of attempts are disqualified. Candidates submit the Annexure-E declaration before the PET. Ex-Agniveers are exempt from the PET.

Candidates who pass the test get 3 bonus marks for an LMV licence and 5 bonus marks for an HMV licence. The licence must be held for six months for Constable (Civil), Constable OISF and Driver PMT, and one year for Firefighting Driver, before the notice date. NCC certificate holders get 1 mark for ‘A’, 2 for ‘B’ and 3 for ‘C’, only if claimed in the application form.

Application Fee

Every candidate other than SC and ST candidates pays ₹500 to apply for the OUSSSC recruitment. Payment is online through net banking, credit card, debit card or UPI. The Commission refunds ₹500 to candidates who appear in the written examination, to the original payment method. Candidates should pay from their own account. No refund is given to candidates who do not appear. A challenge to an answer key costs ₹200 per question.

How to Apply

Candidates apply online only for the OUSSSC recruitment, and the Commission does not accept hard copies. Follow these steps.

  1. Open the online application portal (ousssceabedana.odisha.gov.in) from the Apply link on ousssc.odisha.gov.in.
  2. Click Register and complete Basic Registration. Enter name, date of birth, gender and parents’ names exactly as on the 10th certificate. Verify the email and mobile number with OTP, set a password and note the OUSSSC Registration Number.
  3. Log in and start Detailed Registration. The form has five sections: Personal Details, Other Details, Educational Qualification, Upload Profile Documents, and Preference and Preview and Submit.
  4. Upload the photograph, signature and Left Thumb Impression (LTI).
  5. Choose the posts in order of preference and select up to three examination districts.
  6. Preview the form, tick the declaration and submit. Candidates who must pay click Proceed to Pay.
  7. Open Application History, check the payment status and print the form.

Personal details from Basic Registration may not be editable later. The Modify OTR option allows one correction. Candidates who lose a payment confirmation should not pay twice. They should wait a few hours, click Verify Payment and then contact the helpdesk at 0674-2916098 or helpdesk2ousssc@gmail.com between 10:30 AM and 05:00 PM on working days.

An applicant can submit only one application in the OUSSSC recruitment. The Commission may reject a candidate who submits more than one. The email address and mobile number must stay active until the final result.

Documents to keep ready

The photograph should be a colour passport size image with a white background, taken after 1 January 2026, in JPG, JPEG or PNG format of 40 KB to 100 KB. The signature and LTI should be 20 KB to 50 KB each. A photo and signature resizer can fit the files to these limits.

Candidates upload each certificate as a PDF of 100 KB to 500 KB. A PDF compressor helps with the size limit. The list includes the following.

  • 10th certificate and marksheet, and +2 certificate and marksheet
  • Category certificate for SC, ST and SEBC candidates (SEBC non-creamy layer, issued within three years of applying)
  • Photo ID such as Aadhaar Card, with the candidate’s photograph
  • Odia language pass certificate
  • Driving licence, NCC certificate and Sports ID Card, where applicable
  • Ex-Servicemen discharge certificate or NOC, and the Annexure-D undertaking

Should you apply?

The OUSSSC recruitment suits candidates who read and write Odia, meet the height and weight standards and want a uniformed post. The 7268 vacancies are spread unevenly. Constable (Civil) and Constable OISF hold most posts, while Traffic Constable has only 4.

Three points affect the odds. A candidate can submit one application and gets one post, by rank and preference. The written exam has negative marking. PM and PET are qualifying only, so a strong run does not raise the rank.

The medical standard rejects knock knee, flat foot, colour blindness and similar defects, so candidates should check these before paying. Firefighter candidates also need swimming, rope climbing and load carrying. A district cadre post limits the choice to one police district.

Competition is likely to be high for Constable (Civil), since it needs a 12th pass and has the most posts. This is added context, not part of the official notification. Confirm with the hiring office. Candidates who want more options beyond the OUSSSC recruitment can browse other government jobs before the last date.

FAQs

What is the last date to apply for OUSSSC recruitment 2026?

The last date to apply online is 12 November 2026 at 10:00 PM. A candidate with an unconfirmed payment can confirm it by 13 November 2026 at 10:00 PM. The portal stops taking applications after the closing time, so candidates should apply early.

What is the application fee for OUSSSC Constable and Firefighter posts?

The fee for the OUSSSC recruitment is ₹500 for all candidates except SC and ST candidates. Payment is online through net banking, credit card, debit card or UPI. The Commission refunds ₹500 to candidates who appear in the written examination.

Is there negative marking in the OUSSSC written exam?

Yes. In the OUSSSC recruitment, the common paper of 100 MCQs gives 1 mark for each correct answer and deducts 0.25 marks for each wrong answer. The Constable (Communication) special paper gives 3 marks and deducts 0.75. Unattempted questions carry no deduction.

Can a candidate apply for more than one post in this recruitment?

A candidate submits one application in the OUSSSC recruitment and lists the eligible posts in order of preference. The Commission allots one post on merit and preference, based on the rank in the final merit list and the posts available.
