This is the 2025 examination, not the earlier one

Advertisement No. 03/2025 covers the West Bengal Civil Service (Exe.) etc. Examination, 2025. A separate advertisement covers the 2024 examination, which had its own application window and its own Preliminary Examination.

The two are different examinations. A candidate who applied for the earlier cycle must apply again for this one. Age for this examination is counted as on 1 January 2025, and the Preliminary Examination is tentatively set for November 2026.

Several websites carry both cycles under the same heading. Candidates should check the advertisement number before applying.

About West Bengal Public Service Commission

The Public Service Commission, West Bengal is the state’s constitutional recruiting body. It conducts the West Bengal Civil Service (Exe.) etc. Examination, along with other state service and departmental examinations. Its office is at 161A, S. P. Mukherjee Road, Kolkata 700026. What this means for North Bengal and hill candidates

The advertisement sets a centre rule that applies to no other district. Only Scheduled Tribe candidates of Darjeeling district, plus all candidates of the three hill sub-divisions of Darjeeling Sadar, Mirik and Kurseong, will be allowed to appear at the Darjeeling centre. All candidates from Kalimpong district will appear at the Kalimpong centre. Other North Bengal candidates can opt for Siliguri, Jalpaiguri, Alipurduar, Coochbehar, Malda, Balurghat or Raiganj.

Language is the second local point. The requirement to read, write and speak Bengali does not apply to candidates whose mother tongue is Nepali. Bengali is tested at the Personality Test only for candidates whose mother tongue is neither Bengali nor Nepali.

The height standard for the West Bengal Police Service also carries a relaxation for candidates belonging to races such as Gorkhas, Garwalis and Assamese Tribals.

Both the Main Examination and the Personality Test are held in Kolkata. Hill and North Bengal candidates who clear the Preliminary Examination should plan for travel and an overnight stay at both stages. This is added context, not part of the official advertisement. Candidates must hold the qualification by the closing date of application. Documents can be uploaded only during the Edit Window period, and the Edit option can be used once.

Services, posts and pay scale

A candidate may compete for one or more groups, but must submit only one application indicating the choice of group or groups. Dearness Allowance (D.A.), M.A. and House Rent Allowance (H.R.A.) are payable as per rules for every post below.

That is 20 services and posts in total. The Registrar and Joint Registrar posts under the Consumer Affairs Department are transferable within the state and district Consumer Disputes Redressal Commissions. All appointments are made temporary for the first instance.

Eligibility

The qualification is the same for every group. A candidate needs a degree from a recognised University, and the ability to read, write and speak in Bengali. The Bengali requirement does not apply to candidates whose mother tongue is Nepali. More openings for degree holders are listed on the graduate jobs page. Age limit

Age is counted as of 1 January 2025, not 2026. The examination is named for 2025 even though the Preliminary Examination falls in November 2026.

Candidates born between 1 January 2004 and 1 January 2005 may apply for Group B only. Age is accepted only as recorded in the Madhyamik or equivalent certificate. Candidates can check their position against the cut-off with the age calculator.

The upper age limit is relaxed by 5 years for SC and ST candidates, and by 3 years for OBC (Non-Creamy Layer) candidates of West Bengal. For Persons with Benchmark Disabilities of 40% and above, the upper limit is relaxable up to 45 years. SC, ST and OBC candidates of other states are considered for Unreserved posts only.

Special conditions for some posts

For the West Bengal Police Service, the minimum height is 1.65 metres for male candidates and 1.50 metres for female candidates, with relaxation for candidates belonging to races such as Gorkhas, Garwalis and Assamese Tribals. Height must be entered in the application form.

The Assistant Canal Revenue Officer works in remote areas covering many villages, and may have only a cycle as transport. For the West Bengal Junior Social Welfare Service, a degree, diploma or certificate in training of the blind or deaf is a required qualification for service in those Homes, and male candidates are not posted to institutions for females. Candidates selected for the West Bengal Subordinate Land Revenue Service, Grade-I undergo six months of in-service training, and Nepali mother-tongue candidates must pass a departmental Bengali examination within two years.

Reservation

Vacancies may be reserved for EWS, Scheduled Caste, Scheduled Tribe and OBC (Non-Creamy Layer) candidates of West Bengal, and for Persons with Benchmark Disabilities of 40% and above. Candidates of these categories from other states are considered for Unreserved posts only.

Reservation for Meritorious Sportspersons applies only to Group D posts, across 20 listed sports. Such candidates must submit the applicable Form-1, 2, 3 or 4 with the sports certificate at the time of the Personality Test.

WBCS Vacancy Selection process

Selection runs through two written stages and an interview. The marks of the Preliminary Examination are not counted for final selection.

1. Preliminary Examination, objective MCQ type, tentatively November 2026
2. Main Examination, both objective MCQ type and conventional type, in Kolkata
3. Personality Test, at the Commission’s office in Kolkata

There is negative marking for every wrong answer in MCQ-type papers, and the deduction is printed on the question booklet. The Final Merit List is prepared from the Main Examination and the Personality Test taken together.

Answers may be written in English or Bengali, except in the language paper. Only one language may be used within a paper. A deduction of 10% of full marks is made if a candidate discloses their identity in an answer script.

Candidates called to the Personality Test state their order of preference for posts at that stage. A candidate who does not indicate a preference will not be recommended for that post. Selected candidates then face a medical board and police verification of antecedents.

The advertisement does not print the exam pattern or the mark distribution. Candidates should read the separate Scheme and Syllabus document on psc.wb.gov.in.

Category-wise qualifying marks

Aggregate marks combine the Written Examination and the Personality Test. The Commission may relax these marks further if many reserved posts remain unfilled.

Tie-breaking

A tie is settled first by higher Personality Test marks. If the tie holds, the Commission looks at the compulsory aggregate, then the best three compulsory papers, then the best two, then the single best paper. If a tie remains, the older candidate is preferred.

Provisions for PwBD candidates

Candidates with benchmark disabilities and a limitation in writing may use a scribe. The scribe must hold a qualification one step below the candidate’s own. A scribe cannot be engaged after the Edit Window closes. Candidates producing a valid Appendix-I certificate get compensatory time of 20 minutes per hour. The Appendix-I certificate must come from a Chief Medical Officer or Medical Superintendent of a government health care institution.

Application fee

The fee is ₹210 plus service charges where applicable, paid online only. SC and ST candidates of West Bengal, and Persons with Benchmark Disabilities of 40% and above, pay no fee. OBC candidates pay the usual fee. SC and ST candidates of other states get no exemption. The fee is not refunded and is not carried forward to another examination.

How to apply

Applications for WBCS (Exe.) 2025 are accepted online only. Submitting more than one application is forbidden, and such applications are liable to cancellation.

3. Fill the application form and state the group or groups being applied for
4. Enter a photo ID number and its issuing authority
5. Enter height if applying for Group B
6. Pay the fee online before 3:00 PM on the closing date
7. Upload the required certificates during the Edit Window period

The advertisement gives no further step-by-step procedure. No change of group is allowed after submission.

Documents to keep ready

• Any one photo ID: Madhyamik or equivalent certificate with photograph, Passport, PAN Card, EPIC (Voter Identity Card), Driving Licence, or another ID issued by the State or Central Government
• Caste or category certificate as a PDF file of not more than 100 KB, without which the application is not accepted
• Income and Asset Certificate in the Annexure C format, for EWS candidates
• Appendix-I certificate, for PwBD candidates opting for a scribe or compensatory time
• Form-1, 2, 3 or 4 with the sports certificate, for Meritorious Sportspersons applying for Group D

The 100 KB ceiling is tight for a scanned certificate. Candidates can bring a scan under the limit with the PDF compressor tool.

Category certificates must be issued on or before the closing date of application. OBC and EWS candidates must also produce renewed certificates before the Personality Test and again at appointment.

WBCS (Exe.) 2025 Examination centres

Preliminary Examination centres and their codes are 11 Kolkata, 12 Baruipur, 13 Diamond Harbour, 14 Barrackpore, 15 Barasat, 16 Howrah, 17 Chinsurah, 18 Burdwan, 19 Durgapur, 20 Medinipur, 21 Tamluk, 22 Bankura, 23 Purulia, 24 Jhargram, 25 Suri, 26 Krishnanagar, 27 Berhampore, 28 Malda, 29 Balurghat, 30 Raigunj, 31 Jalpaiguri, 32 Alipurduar, 33 Coochbehar, 34 Siliguri, 35 Kalimpong and 36 Darjeeling.

The Commission may allot an adjacent centre if the opted centre cannot accommodate a candidate. A candidate allotted to one venue will not be admitted to any other venue. Mobile phones, smart watches, Bluetooth and other communication devices are barred from the examination premises. Frisking is arranged separately for male and female candidates at entry points.

Should you apply?

WBCS (Exe.) 2025 suits any graduate in West Bengal aged 21 to 41 who wants a state civil service career. Group A carries Pay Level 16, and the West Bengal Civil Service (Executive) is the senior-most post the examination offers. Group D opens the widest age window at 44 years, which helps candidates who started late.

Three honest cautions. The Bengali requirement is real, and candidates whose mother tongue is neither Bengali nor Nepali face a Bengali test at the Personality Test, where poor performance makes the candidature liable to cancellation. Nobody knows the vacancy count, so candidates apply and prepare for more than a year before the Commission announces how many posts exist. The advertisement also says some groups may not be filled at all.

For hill and North Bengal candidates, the Preliminary Examination stays local. Everything after that is in Kolkata.
