How Article 320 leads to a separate Board
Article 320 of the Constitution of India covers recruitment to civil services and civil posts. Such recruitment falls within the jurisdiction of the State Public Service Commission.
A proviso lets the State Government frame regulations. These regulations name the matters where the Commission need not be consulted. The State Government has used this power for certain posts.
The About page records the latest amendment as Notification No. 22/const./Art. 320/Amd.(34)/80, dated 6 March 1980. It amends the Punjab Public Service Commission (Limitation of the Functions) Regulations, 1955. Posts with an initial salary of ₹699 or less fall outside the Commission’s purview from 18 October 1979.
For these posts, the State Government has set up the Subordinate Services Selection Board or Departmental Committees from time to time. The Board was first constituted on 11 September 1953 under Article 309 of the Constitution of India.
Posts with an initial salary below ₹325 a month are filled through the Employment Exchanges and other routes. The present Board was constituted with effect from 7 April 1981.
The salary limits above are the figures printed on the Board’s About page. Each current advertisement states its own pay scale and eligibility.
What the Board does
The Board makes recommendations of candidates for direct recruitment. Its work covers posts with an initial salary of not less than ₹325 and not more than ₹699 a month.
Appointments by promotion or by transfer are not referable to the Board.
SSSB Punjab has no staff of its own. The Department of General Administration, Punjab Civil Secretariat, Chandigarh, provides it.
