About ICSIL
ICSIL is a joint venture between Telecommunications Consultants India Limited (TCIL), a Government of India enterprise under the Ministry of Communications, and the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), an undertaking of the Delhi government. Selection process
There is no written exam in this notification. Selection works through empanelment first, then deployment, in this order:
- Candidates apply online and build a complete profile, listing education from Class 10 onward and any work experience.
- ICSIL checks each profile against the eligibility criteria for the post applied for.
- Eligible candidates are added to the panel and ranked by Application ID, in the order they registered.
- When a client department needs staff, ICSIL sends candidates from the panel in Application ID order — either in a 1:3 ratio for the department to make the final choice, or in the exact number the department asks for, depending on the arrangement.
- Selected candidates go through document verification and, where the client department calls for it, an interview or interaction.
- A candidate who does not attend when called loses that turn and may be moved to the end of the panel.
Practical point from the notification: no TA/DA is paid for attending document verification, interview or interaction at any stage — candidates bear their own travel cost.

This ICSIL panel suits candidates who want a foot in the door of a Delhi/NCR government office and can accept a contract role rather than a permanent one. The entry bar is low — 10th pass is enough for MTS and Driver, 12th pass or a graduate degree for the two Data Entry Operator posts — so competition for the 12th-pass DEO and MTS posts is likely to be higher than for the Graduate DEO post, since more candidates meet the minimum qualification.
