ICSIL Recruitment 2026 for 10th Pass & Graduate – Apply Now

Intelligent Communication Systems India Ltd. (ICSIL) released this recruitment notification on 1 July 2026 on its official website. As per Advt. No. ICSIL/RC/10-A/ICSIL/Various Post/2026-27, online applications open at 6:00 PM on 4 July 2026 and close at 6:00 PM on 11 July 2026. This is for candidates looking for a contract-based government job in Delhi/NCR, for the posts of Data Entry Operator, MTS (Multi Tasking Staff), and Driver.

This notification does not fix a total number of vacancies. ICSIL is building a panel of eligible candidates that will be used to fill posts as and when its client government departments in Delhi/NCR ask for staff, and place of posting is anywhere in Delhi/NCR. About ICSIL

ICSIL is a joint venture between Telecommunications Consultants India Limited (TCIL), a Government of India enterprise under the Ministry of Communications, and the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), an undertaking of the Delhi government. It holds Public Sector Undertaking status and ISO 9001:2015 certification, and is also recognised as the Delhi government’s IT company. One of its main functions is supplying outsourced manpower to Delhi government departments, alongside IT hardware, software and training work. For a candidate, the appointment sits with ICSIL, but daily duties happen inside whichever Delhi government office the panel sends them to.

How this panel compares

ICSIL runs this kind of panel recruitment regularly, and the details change each time it does. In April 2026, ICSIL opened a similar panel for Data Entry Operator and MTS posts for deployment at the Dental Council of India / National Dental Commission. That notice named roughly 40 vacancies, with Data Entry Operator remuneration reported near ₹24,356 a month and MTS near ₹22,411 a month.

This July 2026 notice works differently. It does not name one client department or one vacancy count. It exists to build a standing panel that ICSIL can draw on for any Delhi/NCR government office that later asks for staff. That also means competition is harder to judge in advance: since MTS and Driver need only a 10th pass, and the 12th-pass Data Entry Operator post needs no degree either, a large number of candidates are likely to qualify for these three posts, while the Graduate-level Data Entry Operator post will draw a smaller, more qualified pool.

Important dates

Added note, from the ICSIL application portal rather than this notification: updating the one-time registration fee payment can take 1–2 working days, so ICSIL advises paying at least two days before the closing date to avoid missing the deadline because of a pending transaction.

Vacancy details and remuneration

Added benchmark, not part of the official notification: under Delhi government minimum wage rates effective 1 April 2026, unskilled workers are paid ₹19,846 a month, semi-skilled workers ₹21,813 a month, and skilled workers ₹23,905 a month, with clerical-category staff paid more depending on education. The notification does not say which band applies to which ICSIL post here, so candidates should confirm the exact figure with ICSIL or the client department at the time of deployment.

Selection process

There is no written exam in this notification. Selection works through empanelment first, then deployment, in this order:

1. Candidates apply online and build a complete profile, listing education from Class 10 onward and any work experience.
2. ICSIL checks each profile against the eligibility criteria for the post applied for.
3. Eligible candidates are added to the panel and ranked by Application ID, in the order they registered.
4. When a client department needs staff, ICSIL sends candidates from the panel in Application ID order — either in a 1:3 ratio for the department to make the final choice, or in the exact number the department asks for, depending on the arrangement.
5. Selected candidates go through document verification and, where the client department calls for it, an interview or interaction.
6. A candidate who does not attend when called loses that turn and may be moved to the end of the panel.

Practical point from the notification: no TA/DA is paid for attending document verification, interview or interaction at any stage — candidates bear their own travel cost.

Application fee

One-time registration fee: ₹590 (non-refundable), same for every post and every candidate. No category-wise fee split is mentioned in the notification. This fee applies once to a candidate’s ICSIL profile and is not charged again for future ICSIL jobs.

1. Go to www.icsil.in and open the Career section.
2. Check the “How to apply for current jobs” link under Current Jobs.
3. Create or update a profile with complete educational qualification (Class 10 onward) and work experience.
4. Pay the one-time registration fee of ₹590, if not already paid earlier.
5. Apply for the post that matches the profile’s eligibility.
6. Submit the application before 6:00 PM on 11 July 2026.

• Original and self-attested photocopies of the Class 10 certificate and all other qualification certificates
• PAN card
• Aadhaar card
• Proof of age
• Proof of experience, if claiming the 1–2 year desirable experience
• Two recent passport-size photographs
• Valid LMV driving licence (Driver post only)
• Documentary proof of any name change, if the name differs across certificates

Should you apply?

This ICSIL panel suits candidates who want a foot in the door of a Delhi/NCR government office and can accept a contract role rather than a permanent one. The entry bar is low — 10th pass is enough for MTS and Driver, 12th pass or a graduate degree for the two Data Entry Operator posts — so competition for the 12th-pass DEO and MTS posts is likely to be higher than for the Graduate DEO post, since more candidates meet the minimum qualification. Because empanelment goes strictly by Application ID and not by marks or interview score, applying early in the window matters more than usual.

The honest trade-off: there is no fixed vacancy count, no guaranteed posting, and no fixed pay figure in this notice — only a panel that may or may not lead to a call from a client department. Candidates who need a confirmed number of openings, a fixed salary figure, or a permanent post should also track ICSIL’s future recruitment panels and other Delhi government openings before relying on this one alone.
