History of the DSSSB
Article 320 of the Constitution requires the Union Public Service Commission (UPSC) to conduct recruitment examinations for all central posts and services.

SSC recruited for Group B and Group C posts in central ministries and offices. In Delhi, Group C ex-cadre and Group D posts stayed with each department. Delhi Police, MCD and NDMC used their own systems.
After the 1991 Act, the Delhi Government chose to end this spread of authorities. It set up the DSSSB as an attached office of its Services Department for free and fair recruitment. The resolution is No. F 3(7)93-5, III, dated 4 October 1996.
