About UPSC

The Union Public Service Commission conducts recruitment for senior posts under various central government ministries and departments, apart from its well-known Civil Services Examination. This notification is a Direct Recruitment by Selection — candidates are shortlisted from their application and called for an interview, or a Recruitment Test followed by an interview, rather than sitting a written civil services-style exam. Selected candidates work directly under the ministry or department that owns the post, such as the Ministry of Health & Family Welfare or the Ministry of Corporate Affairs.

UPSC Recruitment 2026 – Advt 082026

Two of these posts have direct relevance for candidates based in West Bengal and the North East. The Assistant Soil Chemist post (SLUSI) has one of its seven regional centres in Kolkata, alongside Noida, Nagpur, Bengaluru, Hyderabad, Ahmedabad and Ranchi. The Junior Scientific Officer (Toxicology) post at the Central Forensic Science Laboratory also has a lab location in Kolkata, besides Chandigarh, Hyderabad, Pune, Kamrup (Assam) and Bhopal.

For posts where a Recruitment Test is held, Dispur (Guwahati) and Kolkata are both listed among the 15 test centres nationwide, along with Delhi, Mumbai, Chennai, Jaipur, Lucknow and others. This means candidates from Darjeeling, Siliguri, and other parts of North Bengal, as well as candidates from the North East, can usually sit the test without travelling to Delhi.

This is added context based on the notification’s own list of centres, not a separate note in the PDF. Confirm final centre allotment with UPSC once the admit card is issued.

Posts at Level 11 carry NPA (Non-Practicing Allowance) on top of the pay level, in lieu of private practice, which these medical posts do not allow.

If the notification is silent on gross in-hand pay, that figure is not mentioned here either — candidates should check the current 7th CPC pay matrix for exact in-hand figures at each level, since allowances vary by city.

Selection Process

Selection for these posts is by interview, or by a Recruitment Test (RT) followed by interview, depending on the post. UPSC decides case by case which posts need an RT. Where an RT is held, it will ordinarily be conducted at one of 15 centres: Ahmedabad, Bhopal, Chennai, Delhi, Dispur (Guwahati), Jaipur, Jammu, Kochi, Kolkata, Lucknow, Mumbai, Nagpur, Port Blair, Ranchi, and Visakhapatnam.

  1. Application screening and shortlisting based on the online form.
  2. Recruitment Test (only for posts where UPSC decides one is needed).
  3. Personality Test / Interview.
  4. Document verification against the printout of the online application.

Candidates must score a minimum suitability mark in the interview to be considered: 50/100 for UR, 45/100 for OBC, and 40/100 for SC/ST/PwBD. Where an RT is also held, candidates must clear the minimum suitability level at both the RT and the interview stage.

Application Fee

Candidates (except women, SC, ST and PwBD candidates, who are fully exempt) must pay ₹25 using Debit/Credit Card, UPI, or Internet Banking. OBC, EWS, and Unreserved male candidates get no fee exemption and must pay the full amount. The fee, once paid, is not refundable and cannot be carried forward to another exam.

How to Apply

  1. Go to the UPSC Online Recruitment Application portal: https://upsconline.nic.in/ora/
  2. First-time applicants complete Account Creation and Universal Registration to get a Universal Registration Number (URN). Returning applicants can reuse their existing URN.
  3. Fill the Common Application Form (CAF) — this needs an uploaded photograph plus a live photo capture, and an uploaded signature (signed three times on plain white paper).
  4. Open the post-specific fourth module and fill in the details for the vacancy being applied to. A separate fourth module is needed for each vacancy a candidate applies to.
  5. Upload supporting documents for every claim made (date of birth, category, qualification, experience, disability, etc.) as separate PDF files.
  6. Pay the application fee online, if applicable.
  7. Submit the form before 1800 Hrs on 31 July 2026, and save a printout of the final submitted application. Applications cannot be withdrawn or edited after submission.

Should You Apply?

This notification suits candidates who already hold the specific postgraduate qualification and experience each post asks for — it is not an entry-level or generalist recruitment. Doctors with a DM, DNB or equivalent super-specialty degree will find the Specialist Grade III Assistant Professor posts (Level 11 + NPA, permanent, Central Health Service) attractive, especially Neonatology and Endocrinology, which have the highest vacancy counts (13 and 10) and so carry comparatively better odds. Single-vacancy posts — Prosecutor, Paediatric Cardiology, Surgical Gastroenterology, Entomologist (CCCO), Junior Scientific Officer (Toxicology), and Superintendent (Legal) — will be far more competitive per seat, even though the pool of eligible applicants nationally is naturally small for such specialised roles.

This is added editorial judgment based on vacancy counts and post conditions in the notification, not part of the official document. Confirm current vacancy status with UPSC before applying.

FAQs

Can one candidate apply for more than one post in this same notification?

Yes. The Universal Registration Number (URN) and Common Application Form are shared across all UPSC recruitments. A candidate applying to more than one post from this notification fills a separate post-specific fourth module, and pays a separate fee, for each vacancy.

Why do the 13 posts have different pay levels?

Pay level in the 7th CPC matrix depends on the post’s grade — for example, Junior Scientific Officer is Level 7, Superintendent (Legal) and Prosecutor are Level 8, Assistant Soil Chemist and the Entomology posts are Level 10, and the medical teaching posts are Level 11 with NPA added. (Added context, not stated as a comparison in the notification.)

Is there a written exam for these posts?

Not for every post. Selection is by interview, or by a Recruitment Test followed by interview, and UPSC decides this separately for each post. Where a Recruitment Test is held, it takes place at one of 15 centres across India, including Delhi, Kolkata, and Dispur (Guwahati).

What is NPA, mentioned against the medical posts?

NPA stands for Non-Practicing Allowance, paid to government doctors in teaching and clinical posts who are not allowed to do private practice. It is added on top of the Level 11 pay matrix figure for the nine medical posts in this notification. (Added context; exact NPA percentage is not given in the notification.)
